- 1 cup shredded cheese
- 1/2 cup salsa
- 10 small flour tortillas
- 1 teaspoon garlic powder
- 1 teaspoon onion powder
- 1/2 teaspoon cumin
- 1/2 teaspoon chili powder
- Cooking spray for baking
